Leon Buck, VP

Leon Buck joins NRF with 25 years of experience in government affairs. Most recently he was senior policy director and special projects coordinator for U.S. Representative Sheila Jackson Lee, D-Texas, where he covered the House Judiciary Committee, including the impeachment proceedings of President Trump. Before that, Buck served as assistant vice president with the American Property Casualty Insurance Association. While at APCIA, Buck lobbied before the House Financial Services and Senate Banking Committees, and worked on the passage and enactment of the Dodd-Frank Wall Street Reform and Consumer Protection Act, the National Flood Insurance Reform Authorization Act and the Terrorism Risk Insurance Act. 

Buck has served as a lobbyist for the American Red Cross in the office of government relations and public policy where he led the government relations efforts for the hurricane recovery program. He also co-founded Government Strategies, a government relations firm serving clients before Congress and federal agencies. Prior to that, he served as the staff director to the Subcommittee on Immigration, Border Security and Claims of the House Judiciary Committee, and as legislative director to D.C. Mayor Sharon Pratt Kelly. He is also a veteran officer of the United States Navy and a travel baseball coach for high school-aged young men. Buck was born and raised in Philadelphia and lives in Bowie, Md., where he raised his three children. He is a graduate of Colby College in Waterville, Maine, where he majored in government and history.
