After a two-year hiatus due to the COVID-19 pandemic, the Congressional Black Caucus Annual Legislative Conference is back. Presented by Amazon and taking place September 28-October 2, the ALC is the leading policy conference on issues impacting African Americans and the global Black community. Thought leaders, legislators and concerned citizens will engage on economic development, civil and social justice, public health and education issues.
The conference is an opportunity for NRF to meet with key leaders in Congress, especially as an important mid-term election is looming. Presidents Clinton and Obama have appeared at the annual dinner to speak in the past, and it is expected that President Joe Biden will appear and speak this year.

NRF will use this opportunity to further enhance our relationship with the CBC and discuss important issues such as increasing credit card competition and curtailing swipe fees, combating organized retail crime, encouraging and supporting minority- and women-owned small businesses, and stabilizing inflation.
On September 28, NRF will host a rooftop reception honoring the CBC, sponsored by Burlington, CVS Health, Lowe’s, Macy’s, Tractor Supply, Walgreens, Walmart and Yum! Brands. At this event, NRF will celebrate the theme of the ALC, “Advancing Our Purpose. Elevating Our Power.” We will also recognize eight leading CBC members with the inaugural NRF Congressional Trailblazer award.
The award honors lawmakers who have made extraordinary contributions through their leadership in supporting entrepreneurial businesses owned by women, people of color and other underrepresented communities, to promote a common goal of equity, diversity, and inclusion.
This year’s honorees are Sen. Cory Booker, D-N.J.; Sen. Raphael Warnock, D-Ga.; Rep. Joyce Beatty, D-Ohio), chair of the Congressional Black Caucus; Rep. James Clyburn, D-S.C., Majority Whip; Rep. Gregory Meeks, D-N.Y., chair of the House Foreign Affairs Committee; Rep. David Scott, D-Ga., chair of the House Agriculture Committee; Rep. Bennie Thompson, D-Miss., chair of the Committee on Homeland Security; and Rep. Maxine Waters, D-Calif., chair of the House Committee on Financial Services.
